This is the game's introduction to Surge Attacks, and Kappy Jr. — 2,000,000 HP, Traitless — creates a level 1 Surge between 150 and 750 range on every single hit.
That inverts the normal rules. Any meatshield that is not Surge-immune makes things worse: it gives Kappy Jr. more attacks and more stepping stones to place Surges on. His saving grace is a long foreswing and a short 230 range, so conventional mid-rangers can sit outside and make him miss. He arrives on the 99% HP trigger alongside Those Guys, Scissoroo and The Thrillerz.
